Dr. BİRİNCİ was born in Rize in 1973. He completed his primary and secondary education in Rize and Trabzon. He graduated from Ondokuz Mayıs University Medical School in 1998. He practised in health posts, 112 emergency care services and Rize State Hospital until 2001. He practised in public institutions in İstanbul after 2001. He took office in Umraniye Training and Research Hospital as Deputy Chief Physician in 2005-2009, and in Istanbul Provincial Directorate of Health as Deputy Provincial Health Director in 2009-2012. He was assigned as Secretary General to Istanbul Northern Anatolia Public Hospitals Association in November 2012, after which we promoted to Deputy Undersecretary of Ministry of Health in May 2014. He was assigned as Deputy Minister of Health of Turkey in August 2018.
Dr. BİRİNCİ completed Health Institutions Administration, and Leadership and Global Entrepreneurship master programs in 2010 and 2013 respectively. He is currently attending to Health Institutions Administration doctoral program which he started in 2013. In addition to his studies on health informatics, communication technologies, and health management, Dr. Birinci designed a high number of public eHealth projects at regional and national level and became the pioneer in successfully releasing of these projects to the public.
